The National Development and Reform Commission and the National Energy Administration issued the "15th Five-Year Plan for New Power System Construction." The plan proposes promoting the transformation of coal power into supporting and regulating power sources. It calls for implementing the requirements of the new-generation coal power upgrade special action, enhancing coal power's deep-load, fast-ramping and efficient regulation capabilities, and improving the coal power capacity pricing mechanism. By 2030, flexibility retrofits of existing units should be completed wherever applicable; the minimum power output of combined heat and power units should fall below 40%. Further flexibility improvement is encouraged through electricity-heat coordination measures such as heat-electricity decoupling to ensure stable heat supply.
